Job Summary

The GIS Coordinator will interface with various business units and Geographical Information Systems (GIS) end-users as a representative of the GIS group to identify GIS and Operation’s needs, software applications, programs and training to aid in business development, compliance, engineering, operations and right-of-way operations for pipeline facilities.


Essential Functions and Responsibilities

  • Work with GIS data and product end users to understand regulatory and compliance needs and communicate these needs to the GIS and Information Technology groups. Verify that GIS produced work products, including but not limited to: standard and ad hoc map production, maintenance of GIS data, one-call reporting, tax rendering, operations permit filing and DOT and state regulatory reporting, meet the end user's regulatory compliance needs.

  • Serve as a Project Manager for the performance of data research, collection and conversion of spatial data between software/hardware platforms; ensure data documentation is complete including but not limited to migration of data from one data source to a new source and the creation and definition of feature classes, attributes and domains in an applicable database.

  • Serve as the Project Manager for scoping, planning, scheduling, development, implementation and training of various GIS tools and applications throughout the organization.

  • Identify, facilitate and coordinate implementation teams across various business units to transition data, implement new tools or systems, integrate GIS with other work processes and test tools, systems and processes.

  • Work with various business units and GIS end-users to identify enhancements for work processes and system capabilities related to GIS applications and to define business need and value associated with those enhancements.

  • Work with business operational and support groups to identify GIS needs including but not limited to; asset data management, mobile applications, analytics and mapping. Serve as the GIS Project Manager to scope efforts, develop business cases and to direct internal GIS and IT staff and external vendors to develop and implement solutions.

  • Assist with the evaluation and management of costs for third party contractors, software and data providers and other technical vendors.

  • Identify the need for third party contractors and vendors to support business objectives. Lead scoping efforts, bid processes and cost management.

  • Actively participate in industry user groups and associations in order to stay current with related GIS technology, recommend system enhancements and accomplish company objectives.

  • Assist in the evaluation, research and development of emerging technologies and third party applications which drive business efficiency and compliance.

  • Communicate user needs, data work flows and regulatory requirements to the GIS and IT teams to identify requirements and integrations necessary for the development of geospatial databases.

  • Work with business units and GIS end-users to identify opportunities to utilize geospatial analysis methods to provide insight and answers to basic and advanced business questions.

  • Work with business units and GIS end-users to understand other work applications and the potential value of integration with GIS tools. Define integration project parameters and serve as a Project Manager for the integration effort.

Education and Experience

Bachelor’s degree in GIS, other related field, or combination of formal education and the following job related experience:

  • Five or more years of project management experience.
  • Experience comprehending, reading, following and documenting regulatory requirements for pipeline industry as well as company standards and procedures.

  • Experience in the use of GIS-related software systems and ESRI-based tools in the operational context, to visualize and solve business challenges.

  • Working knowledge with the following:

    • Coordinate systems and map projections

    • Development and formatting standard databases such as: MS Access, MS Excel and dBase

    • Modeling of GIS data using software application tools and/or database standards

    • Utilizing GIS systems for pipeline management

    • Acquiring data, integrating with GPS; analyzing data

    • Source, acquisition, projection or reprojection, accuracy, quality and storage (such as image catalogs, Arc Server, SDE Images) of aerial photography

    • Utilizing corridor type linear referencing

  • Working knowledge of the processes related to integrating outside data sources and systems into an industry-standard pipeline data model such as the ArcGIS Pipeline Data Model (APDM) or the Pipeline Open Data Standard (PODS).

  • Experienced in the use of enhanced query capabilities and scripting using VBScript, Windows Host or Shell Scripting, SQL, Python or other types of programming languages.

  • Experience creating documents or presentations for business analysis using multiple data sources such as:

    • Geospatial data

    • Operational data

    • Right-of-way information

    • Commercial data

    • Maps and blueprints

    • Legal descriptions

  • Demonstrated project management skills; experience developing in the development of project scopes, charters and business cases, which includes the as well as the management of internal and third party resources to maintain scope, schedule and budget requirements.

  • Experience facilitating and leading business users through all phases of the project management lifecycle. Gathering and scoping phases of new data collection tools and communicating appropriate work flows and desired outcomes to application development teams.

  • Experience with software-based project management applications in the management of scopes, schedules and budgets.

  • Excellent interpersonal, communication and presentation skills with proven ability to work effectively with all levels of the organization.

  • Ability to independently manage multiple projects simultaneously and meet deadlines.

  • Ability to work with various business segments to establish business needs, priorities and perform cost-benefit analysis in order to drive work activities.

  • Application of decimals and percentages, as well as trigonometric, geometric and algebraic formulas.

  • Demonstrated ability to read and write fluently in English.

  • Ability to communicate and/or exchange information and instructions as well as conduct oral presentations and/or meetings.

Certification and Licensing

  • Applicable driver's license required for travel to other offices and facilities.

Physical Requirements

  • Mobility to travel in and around plant and office facilities and around job sites out‑of‑doors.

  • Able to operate tools and equipment required.

  • Lift or move objects weighing up to 10 pounds 2-5 times a day; up to 30 pounds once a day; over 50 pounds once a week.

Visual Requirements

  • Sufficient to perform job duties.
